                The Board of Supervisors of the County of Black Hawk, in the State of Iowa, met in regular adjourned meeting at the Courthouse in Waterloo, County Seat of said County, at eight-thirty o’clock (8:30) a.m., pursuant to law, to the rules of said Board, and to adjournment.  The meeting was called to order and on roll call there were present: Linda Laylin, Chair; Tom Little, Frank Magsamen, John Miller and Craig White.

                Absent:  None.

 

                Unless otherwise noted, all actions were approved unanimously.

 

                At 8:30 a.m., County Supervisors Linda Laylin, Tom Little and Chris Schwartz, County Sheriff Anthony Thompson and County Auditor Grant Veeder were sworn into office by the Honorable Bradley J. Harris, District Court Judge, for four-year terms beginning January 3, 2017.

 

                The Board the recessed and reconvened at 9:00 am.

 

                Moved by Little, seconded by Miller that the AGENDA be received and place on file with the County Auditor as approved.  Motion carried.

                RECEIVE PROJECT UPDATES FROM DEPARTMENT HEADS/ELECTED OFFICIALS.  Assistant County Engineer Ryan Brennan said that crews were removing snow and ice from the weekend’s storm, and graders were on gravel roads yesterday and today.

At Nine-oh-five o’clock (9:05) a.m., a public hearing was held as provided by law in Room 201 of the Black Hawk County Courthouse, Waterloo, Iowa  at which time all interested persons could appear to file objections on the proposed Courthouse Security services.

 

Moved by Miller, seconded by Little to receive and place on file proof of publication of notice of public hearing. Motion carried.

 

Moved by Little, seconded by White to close the hearing after oral/written comments are received.  Motion carried.

 

        At nine-oh-five (9:05) a.m. the Chair announced the time had arrived in accordance with prior action and as advertised, for the receiving and opening of bids for the proposed purchase of Courthouse Security services.  

The Board of Supervisors examined proof of publication of notice to bidders and determined that said notice had been published in the Waterloo Courier on December 1, 2016 in accordance with the requirements of the Code of Iowa

                Little asked for the current hourly rates.  Maintenance Superintendent Rory Geving said he would provide those.  Laylin asked if this was a usual number of bids.  Geving said it was more than usual.

 

                Moved by Little, seconded by Miller that the Board of Supervisors receive and place on file the bids for the proposed Courthouse Security services to allow time to review said bids.

 

                WORK SESSION.  The Board discussed the financial condition of the Country View Care Center with Administrator Dennis Coleman, Assistant Administrator Genevieve Shafer, and County Finance Director Susan Deaton.  Deaton reviewed budget and actual revenue and expenditure figures that project a net loss of $816,000, and said that there is $1.1 million in the fund’s reserves.  There was a census goal of 157, and 154 was budgeted for, but it’s been running at about 150, and the reimbursement rate has been reduced so that the facility is getting $25,000 less a month than anticipated.  While employee salary and benefit costs are under budget, the goal of eliminating outside nursing agencies was not met due to staffing shortages, and outside agencies are $116,000 over budget.

                Coleman said that an increase in rates is dependent on Medicaid, where decreases are more likely than increases.  The supervisors asked questions about residents and staff.  Coleman and Shafer said the facility would require structural renovation to realistically accommodate a larger population and to use cross-trained staff.  That Country View employs about 171 people, and if the population increased from 150 more staff would be needed, as some residents need one-on-one care.  That about 97% of the residents are receiving Medicaid benefits, and that while it is not licensed for mental health services, a majority of the residents have a mental illness diagnosis along with other diagnoses.  Individuals referred to Country View are carefully screened to make sure they won’t cause harm to current residents.  About 75% of the residents are from Black Hawk County, and referrals that are above Country View’s capabilities are likely to end up in hospitals.  In order to reduce expenditures they would need to (1) improve staffing efficiencies and reduce overtime, (2) reduce reliance on outside nursing agencies, and (3) improve efficiencies in ancillary costs.  Reducing overtime and reliance on outside nursing agencies is difficult because the current labor pool for registered nurses, licensed practical nurses and certified nurse aides is diminished.  Outside agencies have comparable wages but Country View has much more costly benefits, and overtime is burning out employees.  Residents don’t have field trips as often as they once did because of the cost.

                Deaton said that Country View will need additional funding in FY 18 to continue operations, and the one new source on the horizon is the Intergovernmental Transfer (IGT), a federal program that may make funds available July 1, 2017.  Coleman said the county would be eligible for about $1.3 million annually.  Country View could be a conduit for other facilities to receive IGT funding, but in that case their employees would be considered Country View employees, but he wasn’t sure if they would be eligible for county benefits. 

                Further information was expected to be available during budget deliberations.

 

CANVASS

 

At ten-oh-seven o’clock (10:07) a.m., the Board of Supervisors of Black Hawk County, Iowa, sitting as a Board of Canvassers proceeded to CANVASS the returns of the SPECIAL CEDAR FALLS SCHOOL DISTRICT PPEL REFERENDUM held December 6, 2016, pursuant to the provisions of §50.24 of the Code of Iowa.

 

              In accordance with §50.22 of the Code of Iowa, the Commissioner announced there were NO provisional ballots rejected and not counted in the Cedar Falls School District Election.

 

            Miller moved the following resolution seconded by Little.

              WHEREAS, a SPECIAL ELECTION was held as prescribed by law on December 6, 2016, and

              WHEREAS, the Board of Supervisors and ex-officio Board of Canvassers have canvassed the vote of said elections in accordance with §50.24 of the Code of Iowa, now therefore

              BE IT HEREBY RESOLVED that we, the undersigned members of the Board of Supervisors and ex-officio Board of Canvassers of Black Hawk County, Iowa, do hereby certify the following TURNOUT REPORT and RESULTS in the SPECIAL CEDAR FALLS SCHOOL DISTRICT PPEL REFERENDUM held December 6, 2016, and that no obvious clerical errors were identified during the canvass.

              One thousand five hundred twenty-two (1,522) people voted at the polls on election day.

              Four hundred fifty-seven (457) absentee ballots were accepted for counting.

              No provisional ballots were accepted for counting.

              A total of one thousand nine hundred seventy-nine (1,979) people voted, and the referendum passed.

 

                AYES:  Little, Magsamen, Miller, White, Laylin.

                NAYS:  None.                                                     Resolution adopted.
