Waterloo, Iowa December 5, 2016
The Board of Supervisors of the County of Black Hawk, in the State of Iowa, met in regular adjourned meeting at the Courthouse in Waterloo, County Seat of said County, at three o’clock (3:00) p.m., pursuant to law, to the rules of said Board, and to adjournment. The meeting was called to order and on roll call there were present: Linda Laylin, Chair; Frank Magsamen, John Miller and Craig White.
Absent: Tom Little.
Unless otherwise noted, all actions were approved unanimously, Little absent.
Moved by Magsamen, seconded by White that the AGENDA be received and place on file with the County Auditor as approved. Motion carried.
The Board of Supervisors and others discussed county issues and priorities for the 2017 session of the Iowa General Assembly. Legislators present were District 30 State Senator Jeff Danielson and District 60 State Representative Walt Rogers. Urban County Coalition lobbyist Larry Murphy was present as well as Finance Director Susan Deaton, Conservation Director Vern Fish, County Engineer Cathy Nicholas, Systems/Real Estate Tax Manager Helen Steffen of the County Auditor’s Office and County Auditor Grant Veeder. The county officials and Mr. Murphy presented issues of concern to counties, and the legislators responded with their feelings and their thoughts on the likelihood of legislative action. Issues included Commercial Property Tax Backfill, Mental Health Funding, Funding for the Decategorization Program, Water Quality, Minimum Wage, Unfunded and Underfunded Mandates, Emergency Management Agency Funding, Resource Enhancement and Protection (REAP) and Trail Funding, County Bonding, County Zoning Equity, State and Federal Funding Realignment for County Bridges, and the Stepping Up initiative for keeping mentally ill persons out of jail.
On motion and vote the meeting adjourned.
