PRESENTATIONS.  Promotion of the upcoming Household Hazardous Materials Drop-off & Electronics Recycling Event, presented by Lyndsey Anderson, Waste Trac Recycling Educator:  The event is for all Black Hawk County residents to be held Saturday, September 23rd (9:00 AM- 2:00 PM) at the Cedar Falls Public Works Complex at 2200 Technology Parkway (south of the Target Distribution Center along Hudson Road). The event is sponsored by the Black Hawk County Solid Waste Management Commission and the City of Cedar Falls. Household hazardous materials will be accepted from Black Hawk County households for free, whereas fees apply for recycling certain electronics, (depending on the type and quantity of electronics). Business waste will not be accepted. Good Neighbor Program, presented by Dr. Kamyar Enshayan.  Discussion led by Supervisor Schwartz to adopt the Good Neighbor Program at all county facilities.  Dr. Enshayan said that like our culture changed to remove smoking from public places, it can change to not using hazardous herbicides on lawns.  He said the chemicals can adversely affect children and others who don’t know where they are applied, and that unsprayed lawns may have other plants, but that is normal, and lawn diversity is good.  Hundreds of entities, particularly schools and parks, are joining the movement.  Superintendent of Maintenance Rory Geving said that the county currently applies herbicides to its lawns about three times a year, and applies herbicides to plants in parking lots.  Schwartz said the county should first focus on lawn treatments.  He asked for Enshayan’s recommendation.  Enshayan said that just mowing and periodic fertilization will produce a lawn as healthy as one treated with herbicides.  Magsamen said the county is identifying areas where natural grass will be allowed to grow without mowing for beautification purposes.  Schwartz said that he would like to initiate conversations between Enshayan and county staff to work up a policy list that the Board may agree to.  Little said that he supported the program but wanted to see more dialogue before the Board adopts anything. RECEIVE PROJECT UPDATES FROM DEPARTMENT HEADS/ELECTED OFFICIALS.  County Engineer Cathy Nicholas said that the Dunkerton Road bridge is a few days away from opening.  She said the Northeast Industrial Corridor study group met last week with businesses in the area including Tyson, John Deere and Ryder Trucks, and received good information on how roads in the area should be maintained during winter conditions.  AECOM engineering consultants will start talking next month about options to present to the study group.  She went to Moline to witness the building of the motor graders the county is purchasing from John Deere, all three of which should be finished by the end of the month. Magsamen said that when plans are formed for the Northeast Industrial Corridor, the county should join the Cedar Valley Coalition in a timely manner to present the local needs in person to Congress. Motion carried.        Moved by seconded by to the PERSONNEL REQUISITION for a Mechanic position (replacement, full-time) in the Engineer’s Department be approved, as recommended by Cathy Nicholas, County Engineer.  Little asked if this would create an overlap from the departing employee and the replacement.  Nicholas said that they hope to hire from within, which would give the opportunity of having the departing employee, a longtime senior mechanic, devote two or three days to helping start the replacement in the position.  Motion carried.
