The City Council of La Porte City, Iowa met in regular session on April 13, 2015. Mayor David Neil called the meeting to order at 7:00 PM with Council Members Todd Butler, Sarah Craft and Mike Johnson present. Absent were Council members Eric Allsup and Brent Sadler. Also present was Zoning Administrator Jennifer Sparks.
Zoning Administrator Jennifer Sparks discussed with the Council some of the proposed changes to the flood plain ordinance. The amendment will update the ordinance language to remove the allowance for basements in the 100 year floodplain for all new construction. With very few lots in the 100 year floodplain, Sparks does not anticipate that this change will have much effect. In addition, the State suggested that the City require all new structures built in 100 year floodplain elevate the first floor to two feet above the base flood elevation. Currently, this requirement only applies to new dwellings. The requirement could help the City achieve a better CRS rating, as well as reduce the flood insurance premiums for property owners. Accessory structures such as garages are exempt from the requirements unless they have electrical, in which case, all electrical would need to be elevated above the two foot minimum. The Council will hold the first reading of the ordinance to amend the floodplain ordinance at their April 27th meeting.
A public hearing regarding the FY15 Budget Amendment will take place on May 26, 2015.
Resolution 15-20 approving the temporary closing of streets during the Festival of Trails Celebration, which will be held June 19-20, 2015, was passed. The resolution includes street closings for Festival activities, parade, fireworks, car show and car cruise.
The Council approved the quotation from Mutual of Omaha to provide life insurance for City employees in the amount of $25,000 for each empoloyee. The City’s current life insurance plan is provided by The Hartford with a current annual premium of $4,824.24. The Hartford’s proposal for the plan year begins May 1, 2015 and included at 49% premium increase to $7,189.44 annually. Mutual of Omaha proposed the same coverage as the current plan at an annual rate of just $4,783.80.
The Council approved the hiring of Kate Sibenaller as the Aquatic Center Manager for the 2015 summer season.
Resolution 15-21 was adopted, setting seasonal salaries for employees of the Aquatic Center and Rec Department.
The Council approved vendor fees for booths that will operate on July 23, 2015 during RAGBRAI’s visit to La Porte City. The fees be $200 for local food/beverage vendors and $400 for non-local food/beverage vendors. The fees for non-food vendors will be $100 for local vendors and $150 for non-local vendors.
The City Council reviewed the sanitation contract with Black Hawk Waste. The City Clerk will clarify the liability insurance coverage, as well as the non-discrimination language. The Council will consider the contract for final approval on April 27, 2015.
