Sarah Craft spoke to the City Council regarding the City Park, specifically the playground. She indicated that there has been a lot of graffiti on the playground equipment, and some of the equipment has been damaged by vandals.
Hawkins Memorial Library Director Jolene Kronschnabel presented the library report for the third quarter of 2016. In the three month period, the library circulated 6,680 items and hosted 48 activities. Patrons saved $63,785 by borrowing instead of purchasing.
The Planning & Zoning Commission’s recommendation that the City vacate the portion of Elm Street where it abuts Black Hawk County Parcel 8712-25-476-001 was received and placed on file. The public hearing and possible action on the matter will take place on November 14, 2016.

The City has received an offer from East Central Iowa Cooperative to purchase Black Hawk County Parcel 8712-25-476-001 and Elm Street where it abuts the parcel from M1 to M2. The public hearing will take place on November 14, 2016.
The City has also received and offer from Lloyd and Sue Bathen to purchase the vacated portion of McCoy Avenue. The public hearing will take place on November 14, 2016.
The Council reviewed a list of potential projects that could seek grants from the Black Hawk County Gaming Commission to partially fund. Possible grant projects include a fire truck, mult-use court, and Wolf Creek rehabilitation. The Gaming Commission has requested a list of possible projects seeking a minimum of $25,000 for their planning purposes.
An amendment that modifies the floodplain ordinance regarding accessory structures allowed in the 100 year floodplain was forwarded to Planning and Zoning Commission for review and comment.
The Council also approved the FY16 Urban Renewal Report. The report is the City’s annual accounting of the use of Tax Increment Financing revenues as required by the State of Iowa.
With the season of winter just around the corner, the Council approved a request for the purchase of a liner for the City’s portable ice rink. The cost of the liner, $1,023.43 plus shipping, will be paid from the Ice Rink Reserve Account in the Equipment Replacement Fund.
In other action, the Council approved a letter of support to the Iowa Department of Transportation requesting that signage be posted that reduces the speed limit on Highway 218 near the north edge of the community.
The Council also set the salary of new Public Works employee Ben Dirks at $12.76/hr.
