The City Council of La Porte City, Iowa met in regular session on September 22, 2014.  Mayor David Neil called the meeting to order at 7 PM with Council Members Eric Allsup, Todd Butler, Sarah Craft, Mike Johnson and Brent Sadler present. Also present was Gary Murphy.
As part of the consent agenda, the City Council set trick or treat hours for Friday, October 31, 2014 from 5:30–7:30 PM. Those welcoming trick or treaters should leave the porch lights on during that time.
The Council approved the liquor permit renewal for Veteran’s Memorial Hall and gave approval for consumption of alcoholic beverages at the Museum for an event on October 11, 2014.
The Council reviewed the recommendation of the Planning & Zoning Commission regarding the possibility of rezoning certain property in the area of Commercial Street and Schull Avenue from C2 to R1.  The recommendation of the commission was to leave the area zoned as a C2 District.  As a result, the Council took no action to schedule a public hearing to consider the rezoning.
The City amended its agreement with Operation Threshold for use of the City’s Low to Moderate Income Funds to assist residents.  The amendment requires all property owners, whether they live at the property or rent it to others, to meet the income qualifications to receive housing rehabilitation assistance.
The City approved the reimbursement of City staff who get flu shots, up to a cost of $25.00.
The Council approved the Mayor’s appointment of Chris Bierman to the Board of Adjustment.  Bierman’s term will begin immediately and expire July 17, 2019.
In follow up from the previous meeting, the Council decided to make no changes to the City’s requirement of a $500 deposit for excavation permits.  This action was taken in a 4-1 vote with Sadler opposed.
After the regular meeting, the Council held a short work session to discuss health insurance rates, job descriptions and future infrastructure improvements.
