The City of La Porte City will be looking for a new Chief of Police for the first time in more than 30 years. At Monday’s City Council meeting, Larry Feaker, who has served as Police Chief since 1986, notified the Council he will retire, effective December 15. Chief Feaker began his service to the community in 1979 as a patrol officer before being promoted to Chief of Police seven years later. After placing his retirement on file, the Council passed Resolution 17-65, A Resolution of Congratulations and Appreciation to Police Chief Larry Feaker on his Retirement and Service to the City of La Porte City (see below).

In response to a proposed new casino in Cedar Rapids, the Council approved a letter of support for Black Hawk Gaming Association, expressing the City’s opposition to placing a new casino in Cedar Rapids, citing the likely cannibalization of revenues from the Isle Casino in Waterloo.

The vacancy in the City’s Public Works Department was filled when the Council approved the hiring of Frank Laniohan. Laniohan has a Grade II Waste Water Operator’s Permit, one of the key qualifications the City was seeking.

The Council entered into a closed session pursuant to Iowa Code 21.5(c), “To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” After nearly 50 minutes, the Council returned to open session and voted unanimously to instruct the City Attorney to draft a loan modification agreement for Patrick and Brandi Baker, subject to Council approval at a special meeting that was held on October 16.

In other business, the Council appointed Sydney Stout, Mike Scheel and Carter Moore as probationary members of the La Porte City Fire Rescue Service.

 

RESOLUTION NO 17-65

A RESOLUTION OF CONGRATULATIONS AND APPRECIATION TO POLICE CHIEF LARRY FEAKER ON HIS RETIREMENT AND SERVICE TO THE CITY OF LA PORTE CITY

WHEREAS, Larry Feaker began his career in La Porte City as a patrol officer on August 20, 1979, and

WHEREAS, he was appointed Chief of Police for the City of La Porte City on April 15, 1986, and

WHEREAS, throughout his career, Chief Feaker has served as a mentor to dozens of young officers, preparing them for careers in law enforcement, and

WHEREAS, Chief Feaker has also stood has a role model for the youth of La Porte City, establishing the crossing guard program at La Porte City Elementary and encouraging young people to be good citizens, and

WHEREAS, Chief Feaker has earned the respect of the community, with a reputation for being reliable and fair, but always with a concern for the community and the well-being of its citizens

NOW THEREFORE BE IT RESOLVED that the City Council of La Porte City congratulates Police Chief Larry Feaker on his retirement and thanks him for his years of dedicated service to La Porte City and its residents.
